I am a neighbour and we didn't receive notification. The first I knew of it was the planning sign out the front of house on my way to work this morning.
My concern as always (last application) is the parking, or lack thereof in the street. We already have issues with patking with a narrow frontage our single car space when it is taken up by visitors or people accessing the local restaurant who also block access when driving out and making uturns. Privacy and lighting is the second concern. The windows of the children's rooms are close to the adjoining fence so depending where the building or driveway is situated a double story could potentially block light and raise privacy issues.

The traffic report was conducted 5 years ago. Population and traffic has increased significantly over this time in this area. Traffic entering and exiting this site on a Friday afternoon is already terrible before the expansion. The hours of prayers (7am -10.30pm) and the noise coming from the site 5x a day in a residential area - I am glad I don’t live next door to this. I strongly oppose this development.
Just want to point out to you that this same alert keeps arriving in my inbox.
This construction was started almost 4 years ago now. I know this because I am directly next door to it and my fence line is their fence line.
The "alert" gives the impression that the construction is about to start when the truth is it's about to finish after almost 4 years and lots of hold ups.
Because of this I find myself wondering how many other "alerts" you send out are also completely out of date?
I just wanted you to know this because you have lost some measure of credibility in my eyes as I keep seeing the same alert.

The amount of traffic which comes to a stand still for one and half hours , twice a day during peak hours is a concern for all residents and drivers using Nuwarra Rd. It takes parents of St Joseph's Catholic School forty minutes to drive from the corner of Nuwarra Rd and Alfred Rd Chipping Norton to the car park of the school.
Im a local real estate agent living in the area. In reference to this application, it should be noted that Aplin Road is 180M away and that the intersection has become very busy over the last couple of years, with people using it to shortcut to Wilson Road from Elizabeth Drive. Many are waiting extended time to turn (especially right) and it is a bit of a dangerous stretch due to the countours of the land and speed of traffic on North Liverpool Road at that intersection. I think if you are going to approve granny flats on medium to high traffic roads that you should strongly consider the impact street parking may have on the health and safety of all residents and road users and the potential for congestion. Council should consider a roundabout at Aplin and North Liverpool Roads ASAP in my opinion. Regards BJ
I am a local real estate agent that lives nearby and in speaking to a number of local residents we have a few concerns regarding this application.
- The location is very close to a busy intersection being the roundabout connecting Capricorn Bvd and Green Valley Road.
- The applicant runs a furniture removalist business from the premises and owns multiple large trucks and utes.
- The applicant frequently parks trucks onsite (not on the roads edge but rather within his property)
- This application may result in the trucks not being able to be parked off the the street and may result in him having to park on the roadside which could have significant safety implications.
- Many children cross this intersection during school hours and it is a very tricky roundabout to navigate to cross, largely due to the way traffic is controlled by the lights on the corner of Cowpasture and Green Valley Roads.
- In speaking with the owner myself he has verbally given assurance that the trucks will be parked elsewhere once construction of the granny flat commences but feel this should be bought to your attention for consideration.
Please be aware that the objection is not personal in any way. Ahmad runs an exceptional local removalist business and we are so proud to have him and his family in our community....We just want to make sure that council considers these factors in making decisions.
Twelve (12) townhouses? Therefore at least 24 car spaces on site?
As well a buffer of river bank bush fronting the adjacent river?
Whilst there is a need for more childcare it has to be placed in an appropriate place where there are no accessibility issues and it does not create more safety concerns. An application for a child care centre on the opposite corner of Lewin Crescent was rejected previously because of the reasons mentioned above.
As it stands, getting in and out of Lewin Crescent into Longstaff Ave in peak times is problematic. Newbridge Heights Primary School traffic is banked back in both directions regularly. The amount of near crashes due to traffic is a regular occurrence . It not only affects the Lewin/Longstaff intersection but also the Challoner/Alfred Rd intersections as it banks back . Putting a business on the proposed corner will cause further major congestion issues. Having an underground car park does not stop numerous cars having to get in and out of that property. Please carefully consider the reasons why previous applications in that area have been rejected.

I OBJECT TO THE PROPOSED DEVELOPMENT APPLICATION ON THE FOLLOWING GROUNDS:
1: Liverpool Development Control Plan – According to the “Liverpool Development Control Plan 2008”

LDCP - Part 3.8, Non Residential Development in Residential Zones, in the table of contents, 2. Child Care Centres, 2.3 Site Planning, quote:
“Site Location
2. Child Care Centre shall not be permitted
- within 300m of an existing Child Care Centre (Joey’s Cottage Preschool is less than 100 metres away)
Also “YourKids Our Kids” Long Day centre in Rugby Close is less than 300 metres from the proposed site, recently granted the license to cater for 92 children 0-6
Plus other centres close by.
-On lots adjacent to a roundabout” (site is adjacent to the Gov Macquarie Drive/Epsom Rd/Abingdon St Roundabout)
2. There is no demand for extra child care placements in Chipping Norton – Joey’s Cottage does not
Have a waiting list. This signifies there is no demand for extra child are places for the age group 3-6
years.
3. Traffic Concerns:
The traffic Repost provided in the DA shows the proposed 120 place child care centre shows no increased traffic or traffic concerns to cards travelling along Epsom Road, Abingdon St and Governor Macquarie Drive
THIS REPORT IS INCONCLUSIVE
All residents and drivers who travel along Epsom Road can confirm that there is BANKED UP TRAFFIC during the morning peak hours from Childs Road to the roundabout at Governor Macquarie Drive. Also, afternoon peak has banked-up traffic, but not as much as the morning peak hour, (IT HAS BECOME EXTREMELY DIFFICULT TO EXIT MY DRIVEWAY in the mornings when possible I have to turn left up to the Childs Road roundabout and turn back )
THE PROPOSED CHILD CARE CENTRE will have 120 families and exiting the site twice a day and approximately 30 staff
Entering and exiting the site morning and afternoon/evening. (from 6:30m to 6:30pm)
Many people who live work or go to school in Chipping Norton on the Northern side of the roundabout, travel from Newbridge Road along Epsom Rd, they will be faced with double the amount of traffic they have at present.
Families, whose children attend Joey’s Cottage Preschool and cross at the roundabout on foot will also find the crossing more difficult with the increased traffic as they are walking with small children
4. ENTERING AND EXITING THE DRIVEWAY OF THE PROPOSED CHILE CARE CENTRE :
THE DA shows the driveway to the child care facility on the left hand side of the property –
This driveway is only 25 metres from the busy roundabout at Governor Macquarie Drive and there is a concrete island/median strip that divides Epsom Road directly opposite the proposed driveway and continues until the entrance of the roundabout.
This also affects traffic from turning right into the driveway from Epsom Road!
they will have to continue up to the roundabout at Childs Avenue to turn around and proceed back on Epsom Road!
The 150 cars will have difficulty exiting the driveway with already banked-up traffic on Epsom Road!
The 150 cars can only turn left onto Epsom Road, only metres from the roundabout because they will not be able to cut across the line of traffic to get into the right hand lane.
Once the cars are in the left-hand turn lane, they will need to travel approximately 600metres ovet the Louis Mountbatten Bridge before they can make a U-turn at the Daikin Factory and come back to the roundabout to proceed straight ahead, turn left or turn right
(Query: Access and Egress from driveway – cars are both incoming and exiting on one driveway – is there a turning circle in the basement to allow the cars to turnaround?)
5. NOISE LEVELS: There will be significant noise levels from a proposed Child Care facility affecting the peaceful enjoyment of residents in the immediate neighbouring properties.
This will also affect the valuation of the adjacent properties significantly!

THE NEIGHBOURING PROPERTIES are concerned that the excavation for the basement car park may
significantly affect the stability of their buildings as it appears to be very close to the boundary lines.
Also the noise levels during the proposed construction.
7. FLOOD LEVELS: The proposed development is located in a flood zone, albiet a low flood zone,
However, the property along with other properties on that side of Epsom Road were issued with
Evacuation orders during the flooding in 2023 as the river behind and up from the Louis Mountbatten
Bridge was rising significantly (not known in previous flood reports) The rear of the property was affected
In the floods of 1985 as there were no buildings apart from the one house at 125 Epsom Road (Old Californian Bungalow built in the 1930s?) between Epsom Road and the river – water was over the old Bailey Bridge which only had limited access (No Governor Macquarie Drive at that time to Warwick Farm)!
8. HERITAGE PALMS MUST BE RETAINED (TOTAL 13 ON SITE)

Parking is already horrible in the street with school drop off and pick up. And we’ve seen from other similar structures that parents don’t use the underground parking but park on the street.
More terraces? Seriously Liverpool council this is joke. There is already no street parking in this street and these styles of houses do not belong in a quiet no through road in Moorebank. These developments do not consider existing neighbours and do not provide them with any opportunity to contest due to C&D and dodgy practices from the developers issuing hand delivered notes with only days left to object before the provided deadline.
i live 2 doors down and my concern is the traffic flow. The street is narrow and everyone parks on the street which already makes it difficult to get through everyday. Adding additional cars of 80 parents plus the educators is a concern Is the carpark opening via Rosewood Ave or will there be access from Beech Road? Could you please advise as this is the first time hearing of this construction. As neighbours there was no notification. I only saw the fences going up today.
The fibro house and shed on this block were demolished from 28th December 2022 into the first two weeks of January 2023. The block is now overrun with weeds and debris, plus neighbour hood motor vehicles. The paddock needs to be cleared before the heat begins. Also the footpath nature strip needs to be mowed and cared for at least by the garden staff on the council, if not, by the new owners. Was there council approval knocking down the 60 year old fibro house and shed? There certainly was no asbestos hazard care happening for those few weeks it took to be demolished.
As a resident living in very close proximity to this proposed development, I am for the daycare but against the size. I see the need for more childcare centres and would rather this then 2 story townhouses like previous proposal. I don't see the why the capacity of 110 children with the play area on the roof. I think a single level should be considered to accommodate for around 70 children, considering the largest centre in Hammondville is for 62 children. Approx 1,300sqm single level block with underground parking. With only 2 roads in and out of the communmity, the traffic is already congested. Walder Rd, Stewert Ave and Keato Ave are like one lanes as parking on both sides of the road make it impossible for 2 cars. Brady Ave, Norman Ave and Pritchard Rd are being used to cut through for the medical centre and the traffic lights on Walder Road. Keato Ave and Sliger Rd are congested due to the High school and daycare centre.
If the planning proposal for around Holsworthy station and the Hammondville Park upgrade is approved, then a larger childcare centre on Heathcote Road will be much better site.
As an actual resident of Stewart ave I welcome the project. There is a shortage of childcare in the area for starters . I feel the area is long overdue to be brought up to the level of surroundings suburbs. If there’s any traffic it will only be for short bursts and at certain periods only thereby only having minimal impact.
The project is showing sufficient parking for its projected use. I feel change is a good thing for the area.
So I live in Hammondville. There is already a primary school and 4 daycares already in this small suburb. We have just had the medical centre done which for now is impacting the traffic flow. I feel as Hammondville only has 2 points of entry and exit all this extra traffic flow is going to do more harm then good. The streets are already small with many cars parking on the road plus when you have school pick up and drop off near the primary school it is crazy trying to drive. One daycare has workers parking on mainstream that block roads and access for residents and make it hard to get out of our streets. I hope council take residents into consideration with this.
There is only 2 roads in and out of Hammondville. Keato Ave already gets congested due to parents from St Christopher’s using it to enter and exit the school and Walder Rd gets congested from the medical centre and Hammondville primary school. The area is way to small to have so much extra traffic. I already have trouble getting out of my driveway

there is currently a house here, with the photo you are using. i believe you have the wrong address but i under stand we do need more childcare centres around the area but not on one of the busiest roads in the area I don't understand why people feel the need to make our busiest streets even more busier yet alone risk the innocent life's of children if someone was flying down the road like they normally do to make the green light and a kid runs out , as a mum to 2 young kids it just makes me feel uncomfortable and un easy. The roads are so busy even more now with the ongoing construction of the moorebank precinct. We don't need anymore traffic. Please consider the people that live in the streets in and around the application address.

Our roads are a mess the access is terrible and the traffic continues to get worse! We dont have sufficient public schools or even a public high school students need to go out of area however public transport and buses in the Austral area are terrible and even if we did get more buses the roads are so narrow and congested you can barley get a bus through the streets. Liverpool Council really needs to pull their finger out and start taking car eof the existing population in Austral before adding even more people to the area!

Please check ownership documents for this lot. We have the same address. We have paid stamp duty and own the land.
The roads can't handle to congestion that their is now this will only make it 10x worse. I just don't know how a childcare centre be placed on some of the busiest main roads. It just baffles me.

GENERATE AND BEING SO CLOSE TO HEATHCOTE ROAD NWOULD BE
