I think "Bobby M" and "Andy Pearce" have covered all of our concerns regarding the development. I have just one more question for council. I wish to be informed of the 31 residents that allegedly received emails regarding the development.

I purchased my home in 2022. The real estate firm mentioned nothing about the development. My new next door neighbours that bought in 2024 we're advised by the same real estate firm that only a road was being constructed behind our homes.

Council has been nothing but secretive, evasive, uninterested in our communications.

There are several concerns I wish to highlight:
1. I have issue with the lack of communication surrounding this development. The first time I heard about this was when the earthworks contractors dropped a flier in our letterbox shortly before Christmas 2024. The reason this is an issue is because we are inadequately informed as to the mitigation of hazards to our heath and potential destruction of property.

2. I have great concerns over the contaminated soil that is to be disturbed in close proximity to our property. I have 2 young children who play outside regularly. I have no doubt that council has run significant testes to ensure the soil is safe, but would like this to be made available. Will the dust be managed in the earthworks process? What happens when the trucks are gone and the soil dries for months, years? We are upturning several decades of contamination, has this properly been accounted for?

3. Are you sure that the development has financial backing to be completed? My fear is that this development will be bust in a year, leaving a permanent scar on the land of the Hawkesbury for several years, decades. Again, mitigation of contaminated soil is a fear here.

4. Is the land that is to be developed safe for development? I see this is a concern also raised by Bobby. I point to the recent Jordan Springs debacle. Will this also occur on flood lands?

5. We've not been fully informed as to the actual development that is proposed. What is it? Apparently, there is going to be an 8m drop behind our property??? After years of cattle damaging our back fence, it is certainly not secure to defend against a drop like that. Who is to manage that strip when it is developed?

6. Where do we go for additional questions, issues or proposed future changes with this development?

I have fears for the ongoing health and safety of residence in terms of the chemicals in the soil, as well as the physical environmental factors this will produce. Any information, anything, would be greatly appreciated.

I live on Dight Street with the proposed development behind me. I was not notified of this work by council.

The development was approved over 30 years ago. Since then, the area has been flood affected multiple times in the last few years.

There has also been the discovery of PFAS in the area from samples at the highpoint on the property. I do not know if the immense amount of soil that is to be scraped up and built up against the hill has been tested. Potentially contaminated land will be disturbed and moved in great quantities, contaminated dust will cover the houses along Dight Street, rain will wash the newly exposed chemicals into the water table and Hawkesbury River, which the drinking water supply of the Hawkesbury comes from.

This development is rife with issues and should never have been approved many years ago. The fact that it is still current is grossly irresponsible. The land has formed and compacted naturally, over an extremely long time. Building up soil does not guarantee land will not shift. This is floodplain, you can try to machine compact it as much as you like, the earth will shift over time in wet weather.

Numerous environmental and hazardous material issues aside, the properties along the border with the land will suffer a large drop in value, due to the loss of the view and having properties built right up against the back fence. Will my land rates be significantly reduced when this happens?

In the 31 years of my life in the Hawkesbury, I do not know of any land releases in Richmond. Existing properties have had knockdowns, rebuilds, townhouses built etc. but no release of new land. Why would new land be released in a flood prone area? Is there not enough land being released in North Richmond? Glossodia? (The roads and infrastructure being the same as they were when it was just a dairy farm).

I have also heard of issues with Sydney Water infrastructure on the road where the proposed roundabout is supposed to go. As far as I know these are unresolved.

This DA should be revoked and no land releases allowed here. Future home builders will experience sinkholes and foundation issues if they are ignorant and unlucky enough to build here.

Section 4.55 (1a) modification of development consent DA0069/23 - dwelling house - construction of a dwelling house, outbuilding and swimming pool. The modification includes internal and external alterations to the dwelling house and alterations to waste water treatment.

We live across the road from this development .We were not notified .
The DA Pre-lodgement Form PAN -466979 mentions that the minimum lot size is 2 ha , but that block is nothing like 2ha.I went into Council and mentioned that but it seemed to be irrelevant .I cannot see how they could possibly collect and store enough water , and then have a suitable site to recycle all their wastewater .
There is 1 tree on the block , but I think that it will be dead by the time all the supposedly approved building is constructed.
I also believe that the building will be a traffic hazard .Mitchell Park Road is narrow and windy , not suitable even for a line down the middle , yet Council allows a 70km speed limit.The building will impede vision as vehicles come up and down the road , via a power pole .
We have a permanant Conservation Agreement with NPWS as significant vegetation , including a rare and endangered Orchid ,Pterostylis saxicola has been identified , along with at least another 5 Orchids , yet that is not acknowledged in their application as being adjacent

To the Proper Officer, I am strongly opposed to this application.

Some years ago a petition was tabled at a Council meeting, regarding lack of infrastructure/traffic congestion west of the Hawkesbury River.

The wish of over 4500 petitioners was that, there be no rezoning of land west of the River till infrastructure was in place to cater for the current situation. The majority of Councillors ignored the petition. Subsequently, ICAC made findings against a Councillor.

If this is not a rezoning, but a DA, then I am still strongly opposed for the same reason, traffic congestion and lack of infrastructure.

The intersection/pedestrian crossing, roundabout at Sunnyside Crescent and Grose Vale Road where users of the proposed 75 Childcare facility will enter and exit Grose Vale road is already congested, particularly for school drop off and pick up!

In that area, in addition, all within a approx 150 metres, we have Riverview Street, shopping centre, entry and exit on/off Grose Vale Road, traffic exiting and entering Charles street, on/off Grose Vale Road. traffic exiting and entering Elizabeth street, on/off Grose Vale Road, as well as the pedestrian crossing out side the North Richmond School.

The Redbank and in-fill development in North Richmond has added considerable traffic movements.

And. to make traffic congestion worse in and around the precinct, Governments are ignoring the community call for a by-pass of North Richmond.

The number of dwellings that have been built in the last 10 years west of the River that would normally use BLoR, Grose Vale Road and Terrace Road intersection must be published along with the number of housing lots yet to be built on in any report for approval or rejecting. Place of Public Worship includes site preparation works, construction of 49 space carpark and landscaping works including a community garden, recreational field and communal area with an open shelter and playground, and the use of the existing dwelling house for ancillary ministry spaces such as staff offices and meeting rooms.

How can Boundary Road accommodate 150 seat place of anything built here with two single lane traffic in each direction? More car accidents waiting to happen whether its more small lot housing a church a school or anything else it’s going to cause more traffic issues. We already have issues with cars pulling out of cataract , red Gables & Chadwick Rds & vehicles not doing the correct speed limits. Boundary Rd can’t accommodate the current housing numbers as it is.

To see other comments around being against any development west of the river because of a lack of infrastructure, yet these same people comment that they are against any planned infrastructure, just goes to show the shallowness of the inept NIMBY’s that will complain over anything and everything.

A shed isn’t going to alter someone’s life in a negative way. I fully support a shed being constructed.

Why are we continuing to build west of the Bridge when our roads are in atrocious conditions, plans for the GRB, which I oppose because it is a waste of financial resources, the access Roads will close definitely in a major floods.
And the proposed Richmond Bridge being proposed in its current location by Transport for NSW will be a disaster in around North Richmond, Southee Road and destroy very valuable heritage land and building on Inall's Lane.
There is a petition that was tabled in Council some years ago which said in short'
,no rezoning of land west of the River till infrastructure is in place to address the lack of transport infrastructure. If you ignore this submission, please explain.

Again objecting to this childcare proposal!!!!! This is a quiet neighbourhood with minimal cars, generally only the home owners coming in and out. There are no footpaths for people to walk on and we generally walk on the road, increased cars will put people at risk.
Maybe build the childcare centre in Redbank where the majority of people will be coming from to drop off their children.
The roundabout, yes thanks for that, can't get out in the morning as the cars drive through, dont give way and block us coming out from Sunnyside. In the afternoon can't get out as to many cars going up Grose Vale Rd.

Yobarnie avenue is a high traffic road with very little parking and no safety features for young children.

There are 2 playgrounds with no safe crossing.
It is my observation and opinion that additional pressure on this road due to this application will further exacerbate the safety situation.

Young families with children are at risk already.

We have no objections the re use of 31 Canning Pl Pitt Town as a B and B however we do have objection to the said property for the use of the easement and boat ramp as stated in this DA by casual occupants of the B and B.
The use of this easement and boat ramp would impact on our use of the land and cause concerns over the maintenance and upkeep of the property.
It also Doesnot Limit the number of people who are able to use the easement and boat ramp.There are no facilities at the boat ramp and easement and limited parking space for cars and trailers.
We are concerned about the lack of control over the casual occupants.
The original development document states that the easement is for the ole use of property owners and their family...

Dwelling House - Alterations & Additions

Would it be possible to know exactly what is being built and where this will be situated on said property? We are direct neighbours to this property we do not object to this application on the proviso that retention pits be installed to catch all storm water along with swimming pool water/backwash. We currently have envirocycle run off into our land from this property, council have been spoken to about this in March, nothing done. We had over $200,000 damage in March 2022 due directly to flash flooding from neighbouring properties (we have 8 neighbours with 4 swimming pools) who run their water directly onto our property (ours is rural and is apparently considered fair game). Photos can be supplied if required to demonstrate run off specifically during heavy rain. We have never been affected prior to March. We are still unable to access parts of our property due to saturation from continual run off. We contacted council in March, regarding damage and despite much sympathy and empathy, nothing done. We suffered landslides from neighbours with illegal fill destroying fences, also run off is killing trees and preventing our stock from drinking from our dam, council notified of this, no action. (Eddie White inspected along with another council employee).

The demolition on this site is already happening so surely it is a bit late for planning notice? How will this further affect the traffic coming down Sunnyside with the other buildings being squeezed in further up including a childcare centre on Keda? The roads are a mess, there are no proper pavements and the traffic and parking terrible. It will not be long before there is a serious accident especially given the school opposite. If you are a person in power reading this, travel down Sunnyside Crescent and then Keda Circuit where the childcare facility has just been signed off and see how badly all this will impact the area.

This is disastrous over-development for a small rural village. On one street frontage it is 4 stories high, with two outdoor terrace areas that tower up to 14 metres above adjoining residential properties. All other commercial development is single story facing Old Bells Line of Road. Kurrajong already has empty shops, yet this development will more than double retail capacity. There is additional retail just a few kilometres away in N Richmond, which has both Coles and Aldi.

This development will destroy the rural village ambience and has the potential to destroy businesses.

Approval of a Tattoo Parlour & Record Shop in Kurrajong would not only support the development of small business in the community, but it would also contribute to the vibrancy of the village. As a Hawkesbury resident, supporting artistic expression of local community members is important and models inclusivity to younger generations. Contrary to stereotypes, establishing a licensed Tattoo Parlour is no small undertaking, with the highest levels of hygiene being a fundamental aspect of the process. Being a frequent visitor to Kurrajong Village, I do not believe this shop would noticeably change parking and traffic conditions as only a limited number of clients could be served at one time. A family-owned, small business would reassure other small business owners that Kurrajong Village is worth the investment, which is crucial to the viability of the village into the future.

Being a Tattoo Parlour, I would assume there wouldn't be much change to the parking and traffic as there wouldn't be more than a couple of people in the shop at one time. This is at the very entrance to the only entry/exit to over 500 houses which is already extremely congested & during peak hours takes upwards of 20 minutes just to get out of the street due to traffic!
It is where a majority of the parents park to pick up or drop off their children to the school opposite because council & RMS won't approve a 'kiss & drop' area for the school but you want to add to this by having construction vehicles in/out blocking up more of the road?
If they want senior living dwellings tell them to drive up the road to Ron Middleton, there's plenty!
