All development in this area should be halted until a timeline to solve traffic infrastructure problems is known.
The Narangba area is plagued by overdevelopment causing forty plus year old traffic infrastructure to be totally overburdened to a degree where it is dangerous.
There is obvious evidence that the reckless greed of developers backed by Council is causing major problems for infrastructure efficiency, community safety and lifestyle quality.

I wish to make a submission regarding the proposed Material Change of Use – Development Permit for Multiple Dwelling, being 48 dwellings across two residential blocks at 15 Knight Road, Narangba, QLD 4504.

I acknowledge that Narangba is growing and that land within walking distance of a train station is appropriate for more thoughtful, compact and transit-supportive development. In principle, I am not opposed to increased housing density near public transport. In fact, any site within approximately a 15-minute walk of Narangba Station should be treated as an opportunity to create a more liveable, walkable local centre where residents can live, work and play.

However, the current proposal appears to deliver 48 dwellings in two residential blocks without a clear contribution to community-building, local services, public realm, employment, active transport, or neighbourhood life. That is my concern. A development of this scale should not simply create dormitories for people to sleep in. It should help build a community.

Council should require more than residential yield from a site in this location. If medium-density housing is to be supported near the train station, it should be accompanied by design and planning outcomes that create genuine liveability, including:

A clear pedestrian and cycling connection to Narangba Station and nearby local services.
Safe, shaded and attractive footpaths that encourage walking rather than car dependence.
Meaningful communal open space for residents, not token landscaping.
A design that promotes community interaction, passive surveillance and safety.
Consideration of small-scale non-residential uses, community facilities, work-from-home support spaces, or local services where appropriate.
High-quality streetscape outcomes that improve Knight Road rather than turning inward from the neighbourhood.
Adequate parking, servicing and traffic management so surrounding streets are not burdened.
A built form that respects the character and amenity of adjoining residents.
Landscaping, shade trees and public-realm improvements that contribute to a cooler, more walkable neighbourhood.
A design response that demonstrates how the proposal supports a liveable local centre, not merely higher residential density.

The location near public transport should be used to encourage a complete neighbourhood. Residents should be able to walk to transport, access local services, interact with neighbours, and participate in the life of Narangba. A development that only provides bedrooms and car parks does not achieve that outcome.

I am particularly concerned that approving 48 dwellings without stronger liveability requirements would set a poor precedent for future development around Narangba Station. If Council wants more people living close to rail, then Council should also insist on the planning standards that make rail-oriented living attractive, safe and sustainable.

For these reasons, I request that Council either refuse the application in its current form or require amended plans and enforceable conditions that demonstrate a genuine contribution to liveability, walkability, community building, local amenity, and the public realm.

In summary, I support well-planned growth near Narangba Station. I do not support development that treats a station-adjacent site as merely a place to stack dwellings without building a community.
