I would like to put forth the following points in the application permit to use the building at 28 Mercier St, Coburg North.
Although this is considered an industrial area, there are still residents that reside within this street, and so the following expectations should still be in place:
- 2 weeks advance notification of events that will host more than 10 people
- Noise level regulations that adhere to EPA standards
- Noise curfew that aligns with EPA laws
- Patrons disperse in a quick and orderly fashion
- Patrons leave the venue and surrounding area clean and tidy
- All vehicles follow a speed limit of 40km/h
- Accessibility to the residences at all times

It is also important to bring to the council’s attention the limited car parking spaces available in the street and surrounding streets. Visitors of residents struggle to find a park close by both during the week and on the weekends. This is due to cars currently under repairs with local businesses of smash repairs and mechanics often occupying these unrestricted parking spaces for lengthy periods of time.
Additionally, local sports groups utilise the sports oval next to the Velodrome on a weekly basis. This also adds to the congestion of traffic and cars as well as limiting car parking availability.
The car parking situation should be taken into account when determining the number of patrons allowed to attend events at the aforementioned location.
