Owners are applying for a building permit for a proposed drop in spa in the rear yard. The topography of the site and the location of the proposed spa make it impossible to crane the spa into the rear yard. The only method available is by a mini machine and rolling the spa on its side along the western boundary of the site. The spa has a diameter of 2.2m and the only access available is along the western boundary line and past the Lily Pilly. The Lily Pilly has a limb on the east side which prevents access
