Concerns: parking in Central Ballarat is already stretched, with people parking in this area all day to access their place of work. The buildings & surrounding grounds are not being well maintained, eg, the grass on the corner was not mowed for several months over spring/summer. A long term tenant who lives on second floor, on the corner of Eyre St & Dawson St South, throws rubbish out of his window, including, blankets, clothing, tea bags, bottles, empty tuna cans. Police & ambulance have been called out for an incident late last year.

The streets around this address are already jam-packed with cars, probably from people avoiding the metered zone just north. Giving this property a dispensation from parking requirements will only add to the mess. And, as another writer has remarked, there certainly are issues with rubbish, grass mowing and general tidiness.
