I do notice though that the applicant needs to provide all the prescribed information which includes consent from the affected adjoining owner. 5.3 of the application form states that consent must be given if part of the incidental structure encroaches beyond the boundaries of the land (BA20 form, adverse effect). This consent was not given so I would be very disappointed if a BAC will be granted without this consent. Or conditional on that, I am prepared, at my cost, to make good the finishing on my side, the adjoining property, to the standards out lined by the Local Laws.
